Pairwise Balanced Designs PBD(v,K) with 3 in K

Abstract: In this paper, we consider sufficient conditions for the
existence of pairwise balanced designs PBD$(v,K)$ with
$3 \in K$. Such conditions have been extensively studied
by Wilson [W], Gronau, Mullin and Pietsch [GMP], and
Gr\"uttm\"uller [G1,G2].
Here, we show that the necessary conditions for the
existence of a PBD$(v,K)$ with $3 \in K$ are sufficient
when $v \geq v_0(K)$ where $v_0(K)$ is reasonable small.
